POLICY ON PUBLIC INTERNET/ACCESS USE

Statement of Intent:

It is the intent of the McMurrich/Monteith Community Access Program (MMCAP) to provide for the advancement of knowledge, education and enlightenment of the people of our community in a supervised environment through Internet access.

All patrons must read this User Policy and sign the accompanying Agreement.

MMCAP Disclaimer:

MMCAP does not monitor and has no control over the information accessed through the Internet, and cannot be held responsible for its content. Not all Internet sources provide accurate, complete, age appropriate or current information. It is the user’s responsibility to question the validity of any information.

The McMurrich/Monteith Community Access Program does not act in place of or in absence of a parent.

MMCAP recognizes the concerns that parents have about potential harm to their children when they are exposed to pornographic, criminal or hate material on the Internet. In order to address these concerns, the Committee has taken the following steps:

• For patrons 17 years of age and under, a parent or legal guardian must sign the "User Policy Agreement". Additionally, both the patron and the parent must sign "My Internet Promise". Both agreements will be kept on file.

• Children 12 years of age and under must be accompanied by a parent or legal guardian at the Access Site with a signed Policy Use Agreement

• Requiring that all Internet patrons sign up for workstation use

The Site will be supervised at all times. Patrons will be required to be familiar with the policy and rules and be required to sign in.

MMCAP assumes no responsibilities for information found on the Internet that may be considered erroneous, controversial, out of date or offensive, nor does it guarantee the functions of the systems will be error free or uninterrupted.

MMCAP assumes no responsibility for lost or stolen property.

Staff will use reasonable efforts to ensure compliance with Internet use, policies and procedures. The Site Administrator is authorized to interpret the MMCAP User Policy as seen fit.

Patron Disclaimer:

I release the MMCAP Steering Committee Members and Staff, and any institutions with which they are affiliated, from any and all claims of any nature arising from my use of the system, or from my inability to use the system.

I agree to compensate MMCAP for any loss suffered by them caused by my deliberate or improper use of the system. Parents or legal guardians of patrons between the ages of 0 to 17 years are financially responsible for any harm done to the computers by children for whom they have signed the User Policy Agreement.

Parents are expected to provide guidance in its use. Any restriction of a child’s access to the Internet is the responsibility of the parent/legal guardian.

Patron’s Responsible Use:

Patrons must respect the integrity of the MMCAP’s computers and utilize only those programs and services posted on each computer.

All patrons of this site are expected to use these resources in a responsible manner.

Responsible use of the Internet includes the following:

• Using resources for educational, recreational and informational purposes and not for unauthorized, illegal or unethical purposes

• Respecting the privacy of others using the workstations and not interfering with their use.

• Respecting the time limits for using the Internet and yield to the next signed-up patron.

Violation of this User Policy Agreement is defined as Internet abuse, and can include, but is not limited to, the following:

• Using the Internet to access, display, download, upload, print, forward or email material with pornographic, criminal or hate literature content

• Subverting or attempting to subvert security devices in either software or hardware format on the workstations or the Internet, or seeking unauthorized access to any computer system

• Using email to send unsolicited commercial material, spamming or mail bombs

• Misrepresenting oneself to another user

• Attempting to modify or gain access to files, passwords or data belonging to others, not seeking unauthorized access to any computer system or damaging or altering software components of any network or database

• Attempting to modify, vandalize or steal MMCAP property

 

Violators of this policy will be removed from the Site and will have their privileges revoked.

 

Workstation Use:

Internet workstations are available for use on a sign-in basis and are available by reservation for 1-hour slots. After that hour, if no one else has reserved time, you may sign up again and continue to use the computer until it is needed. If all the computers are in use when you arrive, reserve a period of use in the next available time slot to ensure your time on the computer.

Patrons may not use their own software programs on the Site computers. Formatted disks may be purchased from staff at a charge. These disks will then be stored at the site for future use. As a precaution against virus infection, any disk removed from the MMCAP Site or any incoming disk will be allowed to be used only after a positive virus-free scan has been completed by the MMCAP Administrator/Supervisor. MMCAP assumes no responsibility for lost data.

Misuse of the computer or software is unacceptable. No more than two people are permitted at the computer workstation at one time.

Staff will be on hand to assist whenever possible.

Printing will be charged at $0.50 per sheet for colour printing and $0.20 per black and white sheet.

Patrons will be responsible for all printing, including all mistakes generated.

Patrons are expressly forbidden to copy the Site’s owned commercial software. MMCAP will take every effort to abide by copyright restrictions in the use of software.

Patrons agree to take responsibility for all financial transactions they perform on the Internet,
i.e. On-line banking, shopping, stock trading, etc. MMCAP assumes no responsibility for lost data or financial transactions that may occur.

At the end of Internet sessions, patrons must exit the Internet by clicking on "home" to return to the home page.

No food or drink is permitted at the workstations.

 

There will be no use of any Chat Lines or Instant Messaging, posting pictures or meeting new people on-line at the MMCAP Site so certain web-sites like Facebook, Piczo, Myspace, Youtube, will not be allowed!
